House Financial Services Committee advances H.R. 8957 in 28–21 vote on Strategic Bitcoin Reserve and U.S. Digital Asset Stockpile
The U.S. House Financial Services Committee advanced H.R. 8957 by a 28–21 vote, moving forward legislation tied to both a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile. The measure would classify government-held crypto assets, placing $BTC into the Strategic Bitcoin Reserve while routing non-Bitcoin assets into the U.S. Digital Asset Stockpile. Trump previously named $XRP, $SOL and $ADA when announcing his crypto-reserve plans. The bill must still pass the full House and Senate before it can become law.

U.S. Senate blocks CLARITY crypto bill 49–50, falling short of 60-vote threshold
The U.S. Senate failed to pass the CLARITY crypto regulatory bill by a 49–50 vote, short of the 60 votes required. The effort collapsed amid Democratic demands that officials sell—rather than merely place in a blind trust—their crypto holdings, including holdings tied to Trump’s family and World Liberty Financial. The vote also exposed unresolved disputes between banks and the crypto sector over stablecoin reward rules and over DeFi anti-money-laundering concerns. After the vote, BTC fell 5%, ETH dropped 6%, XRP slid 12%, and Coinbase and CRCL were down about 10%.

Markets reacted negatively, with Bitcoin down about 3%. Coinbase and Circle shares fell roughly 8%–10%.
