The U.S. Department of the Treasury has expanded its Iran sanctions framework to encompass the digital-asset sector, saying cryptocurrency transfers tied to Iran's crude oil trade have exceeded $1 billion. The Treasury's Office of Foreign Assets Control (OFAC) simultaneously designated nearly 60 entities, individuals and vessels linked to Iran's nuclear, missile, cyber and crude-oil networks. Under the broadened approach, OFAC is authorized to sanction foreign persons and companies that operate in, or provide support services to, Iran's digital-asset industry. Treasury said Iran is increasingly turning to cryptocurrencies to bypass restrictions, including activity connected to the Islamic Revolutionary Guard Corps (IRGC) and government insiders. OFAC identified Ukrainian broker Ivan Obukhov, a UAE citizen, as having processed more than $100 million in crypto payments since 2023 to help the IRGC's Quds Force facilitate crude oil sales. Obukhov and his UAE-based firm, Foscom FZE, were added to the sanctions list.
