Brazil has moved to the forefront of the Western Hemisphere's rare earths landscape with Serra Verde's Pela Ema project, the country's first operational large-scale rare earths mine. The site is increasingly central to Washington's push to reduce reliance on China for materials used across advanced manufacturing and defense systems, from electric vehicles to fighter aircraft. Serra Verde stands out for producing all four rare earth elements most critical for permanent magnets—neodymium, praseodymium, dysprosium, and terbium. No other non-Asian operation currently produces this full set, elevating the project from a standard mining venture to a strategic asset. US backing has been explicit. The US International Development Finance Corporation (DFC) provided a $565 million loan intended to steer Serra Verde's output toward the US and allied markets rather than leaving supply to open-market bidding. Additional support followed: in April 2026, USA Rare Earth announced an acquisition agreement valuing the project at about $2.8 billion, supported by US government financing. The Department of War's Economic Defense Unit has also offered up to $750 million in offtake support tied specifically to Serra Verde. The mine began commercial production in early 2024. Serra Verde is targeting annual output of 6,400–6,500 metric tons of rare earth oxides by 2027, with an expected mine life of 25 years. China's role in the market remains dominant. It produces roughly 270,000 tons of rare earths a year. Brazil holds an estimated 21 million metric tons of reserves but currently produces about 2,000 tons annually. Serra Verde's ionic clay deposits are especially sought after because they contain heavy rare earths such as dysprosium and terbium—materials that are more difficult to source outside China and are essential for high-performance permanent magnets used in EV motors and wind turbines. Brazil's ambitions extend beyond Serra Verde. Viridis Mining & Minerals opened a research and processing plant in May 2026 and is aiming for commercial production of mixed rare earth carbonate by 2028. Even so, large-scale separation and refining capacity in Brazil is not expected before 2030. Early volumes from Brazilian mines are therefore likely to be exported in partially processed form, with final refining carried out in other countries. For supply chains, Serra Verde's full-capacity output of 6,500 metric tons a year would still represent only a small slice of global demand, but it could provide a meaningful buffer against potential Chinese export restrictions or price pressure. Australia's Lynas Rare Earths has long been the leading non-Chinese producer, though its output is dominated by light rare earths. Serra Verde's heavy rare earth production addresses a different—and arguably more strategically sensitive—segment of the market.
