On December 24, 2020, David Lancashire and Richard Parris released the whitepaper. They are both cofounders of Saito. Lancashire has been a part of the Chinese crypto space since 2012. Parris has 15 years of experience leading technology projects and teams in Japan and China.

In addition to Lancashire and Parris, the team consists of about five developers. There are two Rust developers, and two Javascript client and application stack developers, along with a sole developer working on the Saito Game Engine and various gaming applications.
